Progress Report for TOTW Chapter 14

I waffled on whether this should be a Mehra or Rumarin POV chapter. Nothing is set in stone, but Mehra has won this round for now. Started partial drafts and wrote lots of notes.

In the interest of trying to churn out these chapters faster, I'm now tracking the number of words I write (notes and outlines included). While I'm not setting a specific word count goal, I'm hoping it keeps me focused on producing words and helps me avoid falling too deep into the editing-as-I-write trap.
